The Community Services Director performs a variety of complex professional and administrative work under general direction in managing the Town’s Community Service and Capital Project programs and functions. This position exercises administrative direction over several Town Consultants work to include Planning, Zoning, Engineering, and Capital Projects, and is responsible for managing special projects at the direction of the Assistant Town Administrator
Specific duties of this position include:
- Assists the Town Administrator in planning, budgeting, and long-range planning concerning the Capital Improvements Program for the Town. Manages, organizes, coordinates, and monitors, including payments processing, the functions of Capital Projects, in cooperation with either other departments, outside consultants, contractors, and design professionals. Coordinates the preparation of bid packages for the Capital Improvements Program projects.
- Coordinates and expedites the review and approval process for the various items in the Capital Improvements Program. Manages and coordinates, at the direction of the Town Administrator, the development of the Capital Improvements Program for presentation during the annual budgetary process.
- Works cooperatively with other Town staff, consultants, and private organizations to facilitate project implementation and completion. Confers, advises, and informs the Town Administrator with regard to presentations with and to Town officials, community groups and individuals interested in the various Capital Projects.
- Manages special projects at the direction of and as assigned by the Assistant Town Administrator.
- Coordinates community development activities with functions of other Town departments and public and private agencies, as necessary.
- Administers staff activities including long-range Capital Projects, planning and management, including development of application of grant requirements, contractual planning, and concurrency management.
- Provides professional advice to the Town Administrator; coordinates planning activity and/or oversees planning activity with state agencies, the County, adjacent local governments, the South Florida Water Management District, and other entities.
- Manages implementation of programs funded by multiple sources and regulated by federal, state, or local guidelines.
- Makes field inspections and examines plans for Capital Projects in order to identify any issues; evaluates compliance with plans; makes recommendations concerning the feasibility of changes to lower costs. Provides advice and assistance to architects, engineers, and staff concerning the application and interpretation of funding source requirements. Represents the department at Town Council meetings, make recommendations to Town Council on plans related to Capital Projects before them.
- Drafts, or oversees the drafting, of new, ordinances and regulations, related to revenue enhancement, and Capital Projects.
- Works with planners to manage and revise, as needed, Town Comprehensive Master Plan and Land Development Regulations.
- Acts as the liaison to the Comprehensive Plan Advisory Board.

The Parks and Open Space Supervisor provides administrative and supervisory work in assisting the Town Administrator’s coordination of the Town’s overall parks, recreation and open space and forestry programs and operations. This includes construction projects, facilities, programs, special events and volunteer programs that deliver services to the residents and guests of the Town of Southwest Ranches
Specific duties of this position include:
- Assists in planning, organizing, implementing and supervising the comprehensive parks, recreation and open space programs of the Town including: all parks, playgrounds, recreational, preservation, trails, and open space activities. Supervises all contractors providing construction or maintenance services to Town’s Park, Recreation & Open Space Facilities and other assets.
- Assists in researching and developing new techniques, approaches and trends in programming activities services, best practices and makes recommendations to the Town Administrator. Prepares and oversees the annual budget for all park, recreation and open space functions.
- Assist the Town Administrator or designee, with securing and administering grant or other funding to meet the objectives of the Town’s Parks, Recreation & Open Space programs.
- May serve as the Town’s representative to County, State, Federal or Community Agencies for operations and grant purposes. In coordination with the Public Works and outside contractors, assists the Town Administrator, or designee, in supervising the operations and maintenance of all parks and facilities as it is related to general operation, programming and special events.
- Monitors all operations to insure compliance with stateddepartment goals as well as all regulatory and granting agencies requirements. This position may also inspect the installation of landscape throughout the Town to assure compliance with Town codes including the protection of landscape during construction projects.
- Acts as the liaison to the Recreation, Forestry, and Natural Resources Advisory Board

The Public Works Department, through the Town Engineer, assists in developing, coordinating, planning, organizing, overseeing, and assisting the Town Administrator in managing the Town’s public works operation and maintenance responsibilities including all Town roads, signage, rights-of-way, traffic calming, solid waste management and Town stormwater systems as well as maintaining records, developing contract bids, overseeing contract implementation, performance, and maintaining compliance with state and federal regulations and the Town’s ordinances, rules and administrative regulations as they apply to public works and the Town.
Specific duties of this position include:
- Manages the daily operations of the Town’s Public Works contractors and consultants.
- Assists the Town Administrator in planning, organizing, directing and administering all activities of the Public Works Department including, but not limited to, contractual personnel, all contractual operations, records management and contract administration, and performance.
- Responsible for the Town’s waste sanitation services. Participates in vendor selection and contract negotiations. Develops and implements sound methodologies to achieve desired level of services and use of resources in a cost effective way.
- Appraises conditions and quality of work within the Department and takes necessary steps to improve operations. Assures optimum contractual activity in the maintenance of all Town facilities and infrastructure under Public Works.
- Coordinates all facets of the National Pollution Discharge Elimination System (NPDES) under the MS4 program. Works closely with the Town Engineer to fulfill requirements and complete necessary documents for the annual report.
- Works closely with the Drainage and Infrastructure Advisory Board.
